Offshore AI Development Rates 2026
Published November 5, 2026
Our analysts compared Accelerance’s 2024 and 2026 Global Software Outsourcing Rates guides, Accelerance’s November 2025 rate-trend summary, DistantJob’s 2026 compilation of those Accelerance role tables, and the published hourly bands on the 106 AI services firm reviews on this site, to show what offshore and nearshore AI development capacity costs in USD as of Q4 2026 and how senior rates have moved since 2024.
Key Findings
- Accelerance’s 2026 guide puts senior developer rates at $31 to $41 an hour in Asia, $64 to $76 in Europe, and $60 to $75 in Latin America, after year-over-year declines of nearly 8%, 4.4%, and 7.1% respectively in 2025.
- Midpoints of those senior bands fall from about $43 an hour in South Asia in 2024 to about $36 in 2026, while Eastern and Central Europe stays near $70 to $73 and Latin America near $68 to $73.
- Across Accelerance role midpoints for 2026, data scientists run about $49 an hour in South Asia, $86 in Eastern Europe, and $76 in Latin America, above intermediate developer midpoints in every region.
- Of 19 reviewed firms whose headquarters string lists Eastern Europe, 9 publish a $50 to $99 an hour band and 1 publishes $25 to $49; of 5 with a South or Southeast Asia delivery string, 2 publish $25 to $49.
- DistantJob’s reading of Accelerance data puts typical AI and machine learning offshore rates 15% to 30% above general developer rates in the same markets.
Offshore AI development rates are the hourly prices US buyers pay engineering firms and dedicated teams based in lower-cost regions, most often South and Southeast Asia, Eastern and Central Europe, and Latin America. Those rates sit well below US onshore bands, yet they vary by region, seniority, and specialty, and they moved down in 2025 after several years of pressure. We wanted current USD bands for general and AI-related roles, a multi-year view of senior rates, and a check against the hourly bands published on the AI services firm reviews on this site.
Our analysts took regional junior and senior bands from Accelerance’s November 24, 2025 summary of its 2026 Global Software Development Rates and Trends Guide, 2024 band midpoints from Accelerance’s 2024 guide as reported in secondary summaries, role midpoints from DistantJob’s February 12, 2026 tables that cite Accelerance, and every Pricing model entry on the 106 firm reviews published here as of November 5, 2026. Money is in US dollars. 2025 senior midpoints are estimates built by applying Accelerance’s published year-over-year percentage changes to the 2026 band midpoints, and we label them as estimates in the chart and methodology.
In the following sections, we compare 2026 rate bands by region, the 2024 to 2026 path of senior rates, role midpoints that include data science, and the hourly bands published by reviewed firms with offshore headquarters strings.
Asia Remains the Lowest-Cost Region for Offshore Developers in 2026
Accelerance’s 2026 regional bands give US buyers a first cut of junior and senior hourly prices across the three regions that absorb most offshore and nearshore software work.
| Region | Junior (USD/hr) | Senior (USD/hr) |
|---|---|---|
| South and Southeast Asia | $24 to $31 | $31 to $41 |
| Eastern and Central Europe | $31 to $39 | $64 to $76 |
| Latin America | $33 to $45 | $60 to $75 |

Source: Accelerance, November 24, 2025 rate-trend summary of the 2026 Global Software Development Rates and Trends Guide.
Key Findings
- Latin America posted the sharpest 2025 decline among the three regions, at 7.1% year over year, with Asia nearly 8% lower and Europe 4.4% lower, according to Accelerance’s survey of software firms.
- US onshore mid-level to senior contractor rates still commonly run $80 to $150 or more an hour in DistantJob’s 2026 onshore comparison, so even Latin American senior bands at $60 to $75 remain a large discount to domestic staff augmentation.
- A US company choosing among regions is still trading price for overlap: Asia is cheapest, Latin America matches US working hours more closely, and Eastern Europe sits between them on both price and time zone for US buyers.
Senior Offshore Rates Softened from 2024 to 2026
Senior developer midpoints over three Accelerance guide years show whether the 2025 declines reversed the earlier climb in offshore prices, which matters for multi-year budget plans.
| Year | South and Southeast Asia | Eastern and Central Europe | Latin America |
|---|---|---|---|
| 2024 | $43 | $71 | $70 |
| 2025 (estimate) | $39 | $73 | $73 |
| 2026 | $36 | $70 | $68 |

Data: offshore-senior-developer-rates-by-region-2024-2026.csv

Source: AI Services Companies analysis of Accelerance rate guides and year-over-year changes, conducted November 2026. 2025 points are estimates.
Key Findings
- South and Southeast Asia show the clearest multi-year decline in senior midpoints, from about $43 in 2024 to about $36 in 2026, matching Accelerance’s description of Asia as the cost leader with an expanding AI-augmented talent pool.
- Eastern Europe and Latin America senior midpoints stay in a narrow band around the high $60s to low $70s, so the 2025 cuts mostly reverse prior increases instead of opening a new low-price floor.
- Budget models that locked 2023 or early 2024 peak rates into multi-year forecasts now overstate 2026 offshore senior cost in Asia by roughly one sixth on these midpoints.
Data Science and Architecture Cost More Than Intermediate Development Offshore
Role-level midpoints from Accelerance’s software development lifecycle tables show how much of a premium AI-adjacent work carries inside each region.
| Role | South Asia | Eastern Europe | Latin America |
|---|---|---|---|
| Intermediate developer | $38 | $56 | $54 |
| Senior developer | $43 | $71 | $68 |
| Data scientist | $49 | $86 | $76 |
| Architect | $55 | $78 | $80 |

Data: offshore-role-rate-midpoints-by-region-2026.csv

Source: AI Services Companies analysis of Accelerance role ranges via DistantJob, conducted November 2026.
Key Findings
- Data scientist midpoints sit about 29% above intermediate developer midpoints in South Asia ($49 vs $38), about 54% above in Eastern Europe ($86 vs $56), and about 41% above in Latin America ($76 vs $54).
- DistantJob reports that AI and machine learning specialists often price 15% to 30% above general offshore developer rates in the same country, which lines up with the data scientist premium in these midpoints.
- A US buyer staffing an AI build should budget the data scientist or architect band, not the intermediate developer band, when the statement of work includes model work, evaluation, or system design.
Reviewed Firms with Offshore HQ Strings Cluster in the $50 to $99 Band
Published hourly bands on this site’s firm reviews are a second check on what US buyers see when they compare AI services firms with delivery centers abroad.
| Delivery geography (from HQ string) | $25 to $49 | $50 to $99 | $100 to $149 | Not published | Firms |
|---|---|---|---|---|---|
| Eastern Europe delivery | 1 | 9 | 2 | 7 | 19 |
| Latin America delivery | 0 | 2 | 0 | 6 | 8 |
| South or Southeast Asia delivery | 2 | 0 | 0 | 3 | 5 |

Geography follows headquarters strings that name Eastern Europe, Latin America, or South or Southeast Asia delivery locations. Bands include figures listed as outside directory ranges when the review states them that way. Data: asc-reviewed-firms-published-hourly-bands.csv

Source: AI Services Companies analysis of 106 AI services firm reviews, conducted November 2026.
Key Findings
- Eastern Europe is the densest offshore cluster in our reviews (19 firms), and when those firms publish a band it is usually $50 to $99 an hour, which sits inside Accelerance’s European senior range.
- South and Southeast Asia delivery strings are fewer in our directory (5 firms), and the two that publish a band sit at $25 to $49, consistent with Accelerance’s lower Asian senior ceiling.
- Many strong offshore and nearshore firms still withhold a public hourly band and sell fixed-price or dedicated-team packages instead, so buyers should treat directory bands as a floor for comparison, not a complete price list. Our AI consulting hourly rates report covers US-facing rate patterns in more detail.
What Offshore AI Development Rates Mean for US Buyers in 2026
Offshore and nearshore AI development is cheaper in 2026 than it was at the 2024 peak in Asia, and slightly cheaper in Europe and Latin America after 2025’s single-digit cuts. The discount to US onshore rates remains large, but AI-specialist and data science work still prices above intermediate development in every region we measured.
Reviewed firms with Eastern European delivery most often list in the $50 to $99 band when they publish rates at all. Asian delivery listings that publish a band sit lower. Package pricing is still common, so the hourly figure is only one input to total cost.
So if you are scoping an offshore or nearshore AI build, compare the Accelerance senior and data scientist bands for your target region with the published band on any firm under consideration, then add management and QA overhead before you treat the hourly number as the project cost.
Data Collection and Methodology
Regional junior and senior bands for 2026 come from Accelerance’s November 24, 2025 blog summarizing its 2026 Global Software Development Rates and Trends Guide (Asia junior $24 to $31 and senior $31 to $41, Europe junior $31 to $39 and senior $64 to $76, Latin America junior $33 to $45 and senior $60 to $75). Year-over-year changes for 2025 (Latin America -7.1%, Asia nearly -8%, Europe -4.4%) come from the same Accelerance post. 2024 senior midpoints use the midpoints of Accelerance 2024 guide bands reported as South Asia $40 to $46, Eastern Europe $64 to $78, and Latin America $65 to $74.
2025 senior midpoints are estimates: each 2026 band midpoint divided by (1 minus the published 2025 year-over-year decline) and rounded to the nearest dollar. They are labeled estimates in the chart note, table, and this methodology. Role midpoints average the low and high of Accelerance software development lifecycle ranges as published in DistantJob’s February 12, 2026 article (South Asia, Eastern Europe, and Latin America columns for intermediate developer, senior developer, data scientist, and architect). DistantJob’s 15% to 30% AI and machine learning premium over general offshore developer rates is reported as DistantJob’s reading of market practice alongside the Accelerance tables.
Our firm-review counts use the Pricing model and Headquarters fields of all 106 AI services firm reviews on aiservicescompanies.com as of November 5, 2026. A firm is counted in Eastern Europe, Latin America, or South or Southeast Asia when its headquarters string lists a city or country in that region (including dual HQ strings that list a US commercial office and an overseas engineering center). Hourly bands follow the review’s stated range, including ranges the review attributes to outside directory listings. We calculated midpoints, percentage premiums, and year-over-year estimate points from the published values. Onshore comparison figures in prose cite DistantJob’s 2026 onshore ranges.
