AI Development Cost Statistics 2026: Project Minimums and Budgets Across 40 Reviewed Firms
How much does it cost to have AI built? We collected the minimum project sizes, hourly rates and project prices published by 40 reviewed AI firms and compared them with outside cost and spending data.
Published October 22, 2026
Sixteen of the 40 AI development, implementation and consulting firms we review publish a minimum project size, the smallest project they will take on. Those minimums run from $5,000 to $100,000, and the median is $50,000.
Clutch, a website where businesses review the agencies and developers they hire, reports that AI development projects on its site typically cost $10,000 to $49,999 and that the average project costs $120,594.55. That typical range falls below the minimum at nine of the 16 firms.
Minimum Project Sizes at Reviewed AI Firms
A minimum project size is the smallest engagement a firm says it will take on. Firms set it themselves, and most of the 16 that publish one do so on Clutch. The chart places each firm at its minimum.

| Firm | Type of firm | Headquarters | Team size | Minimum project | Clutch hourly band |
|---|---|---|---|---|---|
| Xyonix | AI application development | Seattle, Washington | 2 to 9 employees | $5,000 | $200 to $300 |
| Arionkoder | AI application development | Boston, Massachusetts | 50 to 249 employees | $10,000 | $50 to $99 |
| InData Labs | Cloud and data platform AI | Nicosia, Cyprus | 80+ employees | $10,000 | Not recorded |
| Vstorm | Agentic workflow automation | Wrocław, Poland | 40+ people | $10,000 | $100 to $149 |
| 10Clouds | Agentic workflow automation | Warsaw, Poland | 50 to 249 employees | $25,000 | $50 to $99 |
| Brainpool AI | AI application development | London, England | 10 to 49 employees | $25,000 | $150 to $199 |
| Robots & Pencils | Cloud and data platform AI | Cleveland, Ohio | 50 to 249 employees | $25,000 | $100 to $149 |
| 10Pearls | AI application development | Vienna, Virginia | Not disclosed | $50,000 | $25 to $49 |
| BairesDev | AI application development | San Francisco, California | 4,000+ engineers | $50,000 | $50 to $99 |
| Markovate | Agentic workflow automation | San Francisco, California | 50+ core team | $50,000 | Not recorded |
| Rootstrap | AI application development | Beverly Hills, California | 250 to 999 employees | $50,000 | Not recorded |
| Synaptiq | Cloud and data platform AI | Portland, Oregon | About 14 staff plus contractors | $50,000 | Not recorded |
| Analytics8 | Cloud and data platform AI | Chicago, Illinois | About 144 employees | $75,000 | Not recorded |
| BlueLabel | Agentic workflow automation | New York, New York | 75+ staff | $75,000 | $100 to $149 |
| KUNGFU.AI | AI application development | Austin, Texas | 40+ team members | $100,000 | Not recorded |
| NineTwoThree AI Studio | AI application development | Danvers, Massachusetts | 70+ staff | $100,000 | $100 to $149 |
- Minimums range from $5,000 at Xyonix, a Seattle firm of 2 to 9 employees, to $100,000 at KUNGFU.AI and NineTwoThree AI Studio. Five firms set their minimum at $50,000, which is both the most common figure and the median.
- The average minimum is $44,375, a little below the median, because seven of the 16 firms accept projects of $25,000 or less.
- A budget of $50,000 clears the minimum at 12 of the 16 firms, while a $25,000 budget clears it at seven. For a buyer, the published minimum is a quick way to rule firms in or out before the first sales call.
How AI Firms Publish Their Prices
Most AI firms do not post a price list. This table sorts all 40 reviewed firms by the most specific pricing information they make public, either on their own site or on Clutch.
| What the firm publishes | Firms | Share of 40 | Examples |
|---|---|---|---|
| Publish a minimum project size | 16 | 40.0% | Xyonix ($5,000) to KUNGFU.AI and NineTwoThree AI Studio ($100,000) |
| Publish an hourly band but no minimum | 2 | 5.0% | Azumo ($25 to $49), Keyhole Software ($100 to $149) |
| Publish a fixed price for a first phase only | 1 | 2.5% | Leanware: $5,000 to $15,000 discovery sprint |
| Describe a pricing model but no price | 9 | 22.5% | Outcome-linked or milestone pricing at Distyl AI, Hang Ten Systems and Provectus; fixed cost per project at 7T |
| Publish no pricing information | 12 | 30.0% | Includes Loka, deepsense.ai and Aimpoint Digital, three of the seven firms rated Recommend |
- 24 of the 40 firms, or 60%, publish no minimum project size, and 12 publish no pricing information of any kind.
- Three firms tie their fees to outcomes: Distyl AI and Hang Ten Systems price against agreed outcomes, and Provectus uses milestone-based, outcome-linked contracts.
- Price disclosure is thinnest at the firms we rate highest. Only one of the seven firms with a Recommend verdict, Vstorm, publishes a minimum, so buyers comparing the top-rated firms will usually need a quote before they can compare costs.
Minimum Project Size by Type of Firm, Location and Size
Grouping the 16 published minimums shows which kinds of firms set the highest entry price. Medians for small groups rest on a few firms each, so the ranges matter as much as the medians.
| Group | Firms publishing a minimum | Median minimum | Range |
|---|---|---|---|
| Type: AI application development | 8 of 18 | $50,000 | $5,000 to $100,000 |
| Type: Cloud and data platform AI | 4 of 10 | $37,500 | $10,000 to $75,000 |
| Type: Agentic workflow automation | 4 of 7 | $37,500 | $10,000 to $75,000 |
| Type: Enterprise systems and modernization | 0 of 5 | None published | None published |
| Headquarters: United States | 12 of 28 | $50,000 | $5,000 to $100,000 |
| Headquarters: Europe | 4 of 9 | $17,500 | $10,000 to $25,000 |
| Headquarters: Latin America | 0 of 2 | None published | None published |
| Headquarters: not published | 0 of 1 | None published | None published |
| Verdict: Recommend (7.5 or higher) | 1 of 7 | $10,000 | $10,000 |
| Verdict: Recommend for the right fit (7.0 to 7.4) | 11 of 23 | $50,000 | $10,000 to $100,000 |
| Verdict: Conditional (below 7.0) | 4 of 10 | $37,500 | $5,000 to $50,000 |
| Team size: up to about 50 staff | 5 of 16 with a minimum | $25,000 | $5,000 to $100,000 |
| Team size: 50 to 249 staff | 8 of 16 with a minimum | $37,500 | $10,000 to $100,000 |
| Team size: 250 or more staff | 2 of 16 with a minimum | $50,000 | $50,000 |
| Team size: not disclosed | 1 of 16 with a minimum | $50,000 | $50,000 |
- The 12 US-headquartered firms that publish a minimum have a median of $50,000. The four European firms, in Poland, Cyprus and England, have a median of $17,500, and none asks for more than $25,000.
- AI application development firms, the largest group we review, have the highest median minimum at $50,000 and include both the lowest ($5,000) and the highest ($100,000) figures.
- None of the five enterprise systems and modernization firms publishes a minimum. They describe fixed costs per project, outcome-based prices or hourly rates instead, or publish nothing.
- Team size does not track the minimum closely. Firms with up to about 50 staff range from $5,000 to $100,000, and the two firms with 250 or more staff both ask for $50,000. A buyer with a small budget should look at minimums firm by firm, since a firm's size says little about where it sets its floor.
What a Typical AI Project Costs
A minimum is only the entry price. Firms and their clients also publish what real projects cost, from fixed-fee first phases to the size of the projects clients describe in Clutch reviews.

| Source | What the figure covers | Cost (USD) |
|---|---|---|
| Brainpool AI, Clutch | Most common project size across four client reviews | Under $10,000 |
| Leanware, firm website | Fixed-fee discovery sprint, 2 to 4 weeks | $5,000 to $15,000 |
| Clutch AI Pricing Guide | Typical AI development project reviewed on Clutch | $10,000 to $49,999 |
| InData Labs, firm website | Proof of concept or MVP | $15,000 to $50,000 |
| InData Labs, cost calculator | Example project: e-commerce AI assistant, 2 months | $28,000 |
| Synaptiq, Xyonix and Muttdata, Clutch | Most common project size in client reviews | $50,000 to $199,999 |
| 10Pearls, Clutch client review | Fixed-price, four-week Lean Product Accelerator | $55,000 |
| InData Labs, cost calculator | Example project: predictive analytics dashboard, 3 months | $55,000 |
| InData Labs, firm website | Mid-complexity build, such as predictive analytics, computer vision or a retrieval system | $75,000 to $200,000 |
| InData Labs, cost calculator | Example project: computer vision quality check system, 4 months | $90,000 |
| Clutch AI Pricing Guide | Average AI development project reviewed on Clutch | $120,594.55 |
| InData Labs, cost calculator | Example project: document processing system built on a large language model, 5 months | $140,000 |
| NineTwoThree AI Studio, Clutch | Range of most client projects | $200,000 to $999,999 |
| InData Labs, firm website | Enterprise-grade platform | $400,000 to $2,000,000 or more |
| Muttdata, Clutch client review | Engagement for a large retailer | About $1,000,000 |
- Clutch's typical project band of $10,000 to $49,999 falls below the minimum at nine of the 16 firms that publish one.
- Where Clutch reports a most common project size for a reviewed firm, it is $50,000 to $199,999 at Synaptiq, Xyonix and Muttdata, $200,000 to $999,999 for most NineTwoThree AI Studio projects and under $10,000 at Brainpool AI.
- InData Labs prices a proof of concept at $15,000 to $50,000 and a mid-complexity build at $75,000 to $200,000, and its four example projects ran 2 to 5 months for $28,000 to $140,000.
- Clutch puts the typical AI development project at 10 months and the average monthly cost at $11,553.45. Firms that sell a priced first phase, such as Leanware's $5,000 to $15,000 discovery sprint or 10Pearls' $55,000 four-week accelerator, let a buyer test a firm on a smaller commitment before agreeing to a full build.
Hourly Rates at Reviewed AI Firms
Clutch also shows an hourly rate band on each firm profile. Twelve of the firms we review have a band recorded in our reviews, and most of those bands are higher than the Clutch-wide figures.
| Hourly band | Firms | Firms in the band |
|---|---|---|
| $25 to $49 | 2 | 10Pearls, Azumo |
| $50 to $99 | 3 | 10Clouds, Arionkoder, BairesDev |
| $100 to $149 | 5 | BlueLabel, Keyhole Software, NineTwoThree AI Studio, Robots & Pencils, Vstorm |
| $150 to $199 | 1 | Brainpool AI |
| $200 to $300 | 1 | Xyonix |
- Seven of the 12 firms charge $100 or more an hour, and the median band is $100 to $149.
- Clutch puts the average cost to hire an AI development company at $25 to $49 an hour, and the average for US companies at $50 to $99. Only two of the 12 reviewed firms, 10Pearls and Azumo, are in the $25 to $49 band.
- At $100 to $149 an hour, the $50,000 median minimum buys about 336 to 500 hours of work, or two to three months of one person working full time. A buyer can use that conversion to check whether the team and timeline in a proposal fit the quoted price.
What US Companies Spend on AI Each Year
Surveys of buyers add context on how a single build compares with what companies spend on AI in a year, including software they buy instead of building.
| Source | Who was surveyed | Finding |
|---|---|---|
| Tech.co, published February 26, 2025 | 1,036 US senior executives and workplace managers at businesses with 10 or more employees | More than 20% work at organizations that spend $50,000 to $100,000 a year on AI |
| Tech.co, published February 26, 2025 | Same survey | More than two-thirds spend $10,000 or more a year on AI, and 9% spend more than $500,000 |
| Menlo Ventures, published December 9, 2025 | 495 US enterprise AI decision-makers, combined with a market model | Enterprise spending on generative AI reached $37 billion in 2025, up from $11.5 billion in 2024 |
| Menlo Ventures, published December 9, 2025 | Same survey | 76% of enterprise AI use cases were purchased in 2025, up from 53% in 2024 |

- In Tech.co's survey of US businesses with 10 or more employees, more than 20% of respondents work at organizations that spend $50,000 to $100,000 a year on AI, and 9% at organizations that spend more than $500,000.
- Menlo Ventures estimates that enterprises spent $37 billion on generative AI in 2025, 3.2 times the $11.5 billion of 2024.
- Enterprises built 24% of their AI use cases in 2025, down from 47% in 2024, according to Menlo. A first project at the $50,000 median minimum would use half to all of a year's AI budget for companies in Tech.co's $50,000 to $100,000 group, so buyers in that range face a real choice between one custom build and a year of ready-made tools.
What AI Development Costs Mean for 2027 and Beyond
For a company that wants an AI system built to its own specification, the entry price at specialist firms is higher than Clutch's typical range suggests, and a first project can take up a large share of a year's AI budget.
The broader trend in the Menlo Ventures data is toward buying ready-made AI software. Firms that publish clear prices, from a fixed-fee first phase to a stated minimum, make it easier for a buyer to weigh a custom build against that option, but most of the firms we review still ask buyers to request a quote.
So if you are budgeting for a custom AI build with a US firm, plan for at least $50,000 for a first project, and ask each firm whether it offers a smaller fixed-price phase first.
Data Collection and Methodology
The figures depend on what each firm chooses to publish and on how Clutch summarizes its client reviews.
The study covers the 40 firms reviewed on AI Services Companies as of October 22, 2026. Minimum project sizes and hourly bands are the values shown in the Company Information section of each firm's Clutch profile, as recorded in our reviews in October 2026; we re-checked the Clutch profiles of Xyonix and Synaptiq on October 22, 2026, and both matched. An hourly band is shown only where our review records it, so "Not recorded" does not mean the firm has no Clutch band. Project prices come from the firms' own websites (InData Labs and Leanware, checked October 22, 2026) and from client reviews on Clutch. A "most common project size" is Clutch's summary of the reviews in which the client disclosed a project size.
Medians are the middle published value; with an even number of firms, they are the average of the two middle values. Headquarters region follows the headquarters city in each review. Team-size groups use the headcount each firm or its Clutch profile publishes; firms that state a headcount of 40+ are placed in the group of up to about 50 staff. Verdicts follow our scoring method: Recommend at 7.5 or higher, Recommend for the right fit from 7.0 to 7.4 and Conditional below 7.0. The hours estimate divides $50,000 by $149 and by $100 and assumes about 160 working hours a month.
Published minimums are entry points set by the firms, and the final price of a project depends on its scope. Clutch's typical and average figures are based on verified client reviews across all AI development companies on its site, most of which are not among the firms we review. Tech.co's figures are self-reported by survey respondents, and Menlo Ventures' spending totals are estimates from its survey and market model. The 2025 share of AI use cases built internally is 100% minus the 76% Menlo reports as purchased. All figures are in US dollars as published.
